Future Leaders Exchange (FLEX) Program

U.S. Department of State Program

In 1992, the United States reached out to the Newly Independent States of the former Soviet Union in the form of FLEX. The program provides scholarships for high school students from Europe and Eurasia to spend one academic year in the United States. In recent years, the program has expanded to include countries in the Balkans and both central and eastern Europe, in addition to Mongolia. FLEX is sponsored by the U.S. Department of State (USDOS) with funding provided by the U.S. Government and is administered by PAX.

 

PAX Proud to be a Part of FLEX

In 1996, PAX became one of a select few USDOS-designated Exchange Visitor Programs chosen to participate in FLEX—and has been honored to do so ever since. Through the program, students live with host families, attend high school, engage in activities to learn about American society and values, acquire leadership skills, and help educate Americans about their countries and cultures. PAX matches students with caring families, works with interested schools, and provides support for all involved.

 

Program Standards

FLEX students undergo a rigorous merit-based selection process. Academic performance, English language competence, and personal qualities are all important factors. On average, one in 40 applicants is selected. While in the United States, FLEX students participate in PAX Coordinator-designed enhancement activities. These special learning opportunities focus on American culture and diversity; government and democracy; entrepreneurship and free market economy; and leadership. In addition, these youth ambassadors complete at least 30 hours of volunteer work and are encouraged to apply for national workshops.

 

U.S. Citizen Engagement

The commitment of American host families is vital to FLEX’s success. It is also vital to the realization of U.S. foreign policy goals by fostering communication with the youth of key countries. By becoming part of an American family, FLEX students gain a well-rounded understanding of the United States while learning to be more reflective about their own country. Meanwhile, without the need for a passport, families gain an appreciation of another culture. It is a unique opportunity for both sides to learn about each other based on personal, direct interaction and sharing.

 

Medallion Member Schools

High schools that enroll FLEX students are invited by the USDOS to become Medallion Member Schools, but the benefits go far beyond that. Every FLEX student makes at least one cultural presentation and many also organize virtual exchanges—interesting and inspiring ways of using technology to connect their U.S. classes with classes back home. The international teens also participate in team sports, star in school plays, attend homecoming, and serve as a continuous reminder that there is much to learn and explore!

 

Support & Resources

FLEX students also benefit from many different forms of support and resources in order to ensure a successful year. This includes a monthly stipend for personal spending and health insurance in addition to access to funds for incidentals, school fees, and emergencies. Every FLEX student also receives the support of a PAX local Community Coordinator and attends a total of five orientations throughout the experience—beginning in their home country before departing and ending with a re-entry orientation prior to returning home.
